Recognizing the imminent threats posed by conflicts and wars, prominent legal experts from various countries came together with a determination to procuce a new legal document that could serve as a foundation for a safe and peaceful world. Through theri collaborative efforts, the DPCW(Declatartion of Peace and cessation of War) was drafted and offically proclaimed.

Chairman Mr. Man Hee Lee of HWPL fought in the frontlines of war, the Korean war(June 25th, 1950), as a combat soldier. The Korean War was a tragic, fratricidal war.
HWPL Chairman, Man Hee Lee who saw his comrades dying in pain countless times proclaimed legislated Declaration of Peace and cessation of war, DPCW in the world, on March 14th, 2016.

He indicated weak points that international law allowed war if necessary. And he has insisted that powerful cessation of war international law is needed to block out the source.
DPCW has 10 articles and 38 clause. Main contents include reinforcement of existing international law  to prevent war.

The differences between existing international law and new revised law are the clauses which include solution of religious conflicts.

Global peace Festival with 200,000 people from 30 Countries was held in Korea

WARP Summit 2017

A Culture of Peace was envisioned at a Peace Festival at the 3rd Annual Commemoration of the WARP summit

On september 18, a global peace festival celebrating the 3rd annual Commemoration of the Alliance of  religions’ Peace, WARP Summit was held.
Along with the main venue held at Hwaseong Sports Complex in Gyeongggi Province, South Korea, 200,000 people form 230 cities in 30 countries including USA, South Africa, United Kingdom, China, and the Philippines participated in the summit through live broadcasting.

Heavenly Culture, World Peace, Restoration of Light, HWPL a global NGO under the UN ECOSOC,showed colorful parade and performances to raise awareness of peacebuilding at the second day of the summit. Despite the increased tension caused by a series of North Korea’s nuclear tests, the summit has sought ways to implement peacebuilding based on the Declaration of Peace and Cessation of War, DPCW advocating conflict resolution and development of peace as a culture. The card section performance prepared by volunteers of the summit appealed to participants with images regarding a peaceful world achieved by global cooperation.

Chairman Man Hee Lee of HWPL urged the active participation for the implementation of the DPCW by saying, “This precious and indispensable gift was bestowed upon the human race as a legacy from heaven. Chairwoman, Nam Hee Kim of International Women’s Peace Group, IWPG said “we already know the solution, the answer, to achieve peace, but if we do not act upon it, what will happen to the fate of this world? The choices we make can change the world. We must unite and show the world the strong influence that peace can make.”

In his congratulatory message, H.E. Dr. Moncef Marzouki, Former President of Tunisia, delivered, “Today we are closer to each other than to people sharing with us the same nationality but not the same values, the first being the protection and promotion of peace in the world. In these conditions of fragile peace and terrible wars, the permanent effort for peace must be continuous and mobilize all goodwill in the world.”

H.E. Adrien Houngbedji, President of the National Assembly of Benin, mentioned the value and future development of the DPCW, explaining that “It (the DPCW) is a praiseworthy effort which needs to be saluted. However, the different principles of this declaration must still be operationalized through a course of action, so that our countries as well as the international community can look for the possibility of implementing these measures in their national laws and treaties, agreements and international conventions.”

Plaques recognizing dedication to peacebuilding were given to the HWPL’s International Law Peace Committee for the members’ contribution to drafting the DPCW. At the end of the event, the participants held each other’s hands and marched together, symbolizing a commitment of individuals transcending borders, races and religions to work of peace.

HWPL Chairman Man Hee Lee gave this motivational statement at the Press Conference for the 3rd Annual Commemoration of the Grand Intercontinental Hotel in Seoul.

Chairman Man Hee Lee of HWPL explained, North Korea has already done nuclear test 6 times now. In the midst of this current status, HWPL has continued its peace activities, transcending nationalities, ethnicities, and religions. The 3rd Annual commemorative event is being held and participated in nationwide, as well as in various places of the world, at this very moment. We have to cooperate together to participate in these peace initiatives to achieve the ultimate peace.”

The flurry of anticipation filled the conference room as reporters coming from different media agencies raised their hands to ask more questions to HWPL’s Chairman, Man Hee Lee. Also, the questions regarding peace education and the spreading a culture of peace initiatives were thrown to IWPG’s chairwoman Nam Hee Kim.
Around 117 journalists and 105 press agencies from 45 countries including those in the Middle East, Europe, Africa, and others participated in the Q&A session. The primary question topics were regarding international law, peace education, women’s peace activities, spreading a culture of peace  initiatives, peace in the Korean peninsula, and religious conflict and peace.

Q) We hear a lot about terrorism and other violent activities occurring throughout the world. Through what methods can we let the world, especially religious groups, hear the voices of peace and respond to the culture of peace?

“Religion, as the forerunner of the achievement of peace, must become the light that enlightens the global community. There are many conflicts due to religious misunderstandings. The World Alliance of Religions’ Peace, WARP Summit has been initiated due to this cause. What is the promise that we made at the first summit?

Political leaders will implement the law for peace; Religious leaders will become united in God; Organization leaders will practically implement these peace initiatives in the field. The Ultimate reason that religious misunderstandings arise and gaps are continuing to widen is because there is a misunderstanding in the comprehensive understanding of each religious scripture.

The WARP Offices are proving that when leaders of religious communities come together in accordance with the understanding of their religous scriptures, the true alliance of religous will be seen. This is now actively being practiced throughout the world.

Also, for the process of building cessation of war and world peace, the role of the international press is imperative.

The ability to make progress really relies on the efforts of the media to spread this news of peace.”

to popularize the peace education curriculum globally?

“For the implementation of peace education, I think we need to know the contents of the education as well as its proponents.

In other words, the peace education carried out in this world is based on the mindset of chairman Man Hee Lee of HWPL and his footsteps for peace. He is the living curriculum of peace education.

At the 2nd commemoration last year, during my speech, I mentioned a code of conduct to the global community. As the fourth point, I stated that peace education should be implemented throughout the world. Since then, peace education has been actively implemented at many schools and education has been actively implemented at many schools and educational institutions.

This education trains children and youth to learn and build their behavior, attitudes, and communication skills to solve conflicts and issues peacefully. HWPL’s Chairman, Man Hee Lee has established IWPG knowing that mothers are the proponents of peace found in the family and in the community. As one wing of HWPL, along with the heart of a mother IWPG supports the Declaration of Peace and Cessation of War and urges leaders of various sectors of society to join in support as well because the document aims to protect children and women and their rights to enjoy peace.

Peace education has to be practiced from the family level all the way through elementary, middle, and high schools and even to universities. IGOs such as UN and UNESCO are to cooperate with HWPL so that the education will be embedded in our everyday lives in order to cease all conflicts.”

 “All people of the world have to think of the purpose that HWPL pursues and how it is related to the world today. The means of hosting this 3rd Annual Commemorative event is to raise awareness of the issue of peace among many and awaken those people who are asleep in relation to peace.

The 3rd Annual Commemoration of the WARP Summit is not only being held in Seoul but many parts of the world are now also participating. Throughout Korea, too, at this moment, people are lending their ears to this conference.

We have come together to cease all wars and establish peace, and also to urge the world to acknowledge the need for removing weapons of mass destruction.

With those weapons of destruction still in existence, can we really achieve peace in this world? For what purpose were they produced? Aren’t they for war and killing? When war occurs, who goes out to the front line to fight? Aren’t they our children? Do the governments and laws compensate for their sacrifices? In order to make a real compensation, shouldn’t they bring all the victims back to life?

Can we say that those are complete laws and policies? This globe, that is full of life, was given to men as their inheritance. Then, shouldn’t we protect and preserve it? All the politicians and professionals in the political field need to think of and perceive the achievement of peace differently. I also urge all journalists and press to play their role in spreading the messages of peace to all leaders and citizens transparently.”

 “Our purpose is to spread a culture of peace and we, with a passionate heart fo peace, have to become the realities of peace. I think that it should be conveyed with a sense of mission rather than just telling it unilaterally. To convey the news of this peace event, rather than other events, is the most valuable news that all humanity is looking forward to.

All press coming from different parts of the world have now listened to the answers of peace. So, I encourage you to deliver this news through various news platforms and SNS with responsibility. But remember that the proponents are the most important.

Our IWPG will continue to walk with HWPL and put forth every effort to leave the legacy of a world free of wars to future generation through advocating for the establishment of the law for peace and spreading a culture of peace through various women’s peace activities. I would like to thank HWPL for inviting us to this summit and for the efforts of all its members who worked to group us as a family, so we can work together and establish the base that will allow us to preserve the values of justice, equity, respect and love, among other humanitarian values, that aim at spreading the culture of peace by rebuilding citizens’ personalities.

Coming together for peace is the requirement, and this is what I expect most from this event. I expect this WARP Summit to increase cross cultural and interfaith understanding and dialogue. From my personal experiences, I know that having just one friend in a country makes you more sensitive about peace in that country. So, let’s have more and more friends. Why not? After all, fraternity is the key.

As I said, peace is not possible in isolation. I, as the Asia Coordinator of UNOY Peacebuilders, holding one hand with HWPL, extend my other hand towards you to join us and support this initiative of HWPL for a peaceful world.

World educators gather in south Korea for peace education Thursday, August 10, 2017 under the current global environment shaded by long-term violence around the world including terrorism and interethnic conflicts, the international society is seeking a conflict resolution through a long-term approach to peacebuilding education. Beginning in 2014 with peace initiatives on global cooperation in international law for peace and religious harmony, the World Alliance fo Religions’ Peace, WARP Summit has been hosted annually by HWPL to advocate participation of people from all levels of society in peacebuilding.

Among it’s projects, followed by the high-level meeting with education specialists in 2016, detailed action plans in peace education for students and citizens will be introduced this year. “Peace Education Development Forum for Spreading a Culture of Peace” will be held by Heavenly Culture, World Peace, Restoration of Light, HWPL, an international NGO under the United Nations Department of Public Information, UN DPI, on September 17th at Seoul, Republic of Korea.

In the forum under the 3rd Annual Commemoration of the World Alliance of Religions’ Peace, WARP Summit, 70 global experts in education including ministers of education, presidents of universities, professors, principles and teachers from 21 countries will participate.

According to HWPL, this forum will address in-depth discussions in “the establishment of a network for global education”. “I have a high expectation of this very venue to discuss peace education for educators with different cultures and nationalities to make peace a reality,: emphasized Mrs. Shalilaja Adhikary, Principal of Euro School, Nepal. Juan Carlos Torres, Professor of Don Bosco University, said, “I want the upcoming generation to be able to have conflict resolution instead of thinking that the person with more guns will win. It is important to teach them how to resolve conflict with a peaceful way and have a peaceful mind.

I will attend the education session in the WARP Summit and share about the peace education El Salvador needs with the teachers throughout the world.” HWPL has formed a partnership with 117 education institutions globally to endorse and implement peace education by designating them as “HWPL Peace Academy” respectively, which includes India, Israel, Kosovo, and the Philippines.

As promoted in the Declaration of Peace and Cessation of War, DPCW proclaimed by HWPL for global peacebuilding, HWPL has been building a cooperation with education specialists around the globe to provide opportunities of education to establish a culture of peace. Along with this forum at the WARP Summit, sessions for peacebuilding by global experts will be discussed, including 2017 Conference for the Implementation of the DPCW, 3rd International Religious Leaders’ Conference, Region-Specific Discussion for the Implementation of the DPCW, 5th HWPL International Law Peace Committee Forum, Conference for Global Peace Media Network, and 2017 IWPG Network Forum

HWPL has hosted ‘World Alliance of Religions Peace, WARP Summit’ which 200 thousand of people particpated including 2,000 political leaders from 170 countries in order to hand down heritage with no war on 2014 September 17-19th. A former president of Croatia, Stjepan Mesic who participated in ceremony at theat thime said that “There were no such an incident like this in histor which numerous political and religious leaders have come all together to discuss peace.” People said that “There had been no such ceremony in size and content wise and chairman Man Hee Lee’s answer to peace is very practical and groundbreaking”. Analyzing reason for conflicts and war throughout the world are caused by religion, in order to achieve World Alliance of Religion to solve such conflicts, HWPL is the only one private non-profit organization which is working upfront by opening up alliance of religons’ peace office.

Establishing Collaborative governance for Sustainable Development and Implementation of the Declaration of Peace and Cessation of War

  • On 17-19 September 2017, the 3rd Annual Commemoration of the September 18th World Alliance of Religions Peace, WARP Summit will be held in Seoul, South Korea.
  • This WARP Summit, held annually since 2014, brings together political and religious leaders, heads of women’s and youth groups, civil society, and press from around the world and provides a platform for discussion and cooperation for peace.
  • This year’s WARP Peace Summit will be held to discuss establishing collaborative governance between governments and civil societies for the following objectives: to transform the Declaration of Peace and Cessation of War, DPCW into legally binding form; to develop education and culture of peace, and to foster harmony amongst religions.
  • There will also be a peace award ceremony for those who have been working in their respective fields for world peace.

The Emergence and Meaning of ‘Governance’

hwpl, peace, Good Governancehwpl, peace, JusticeGoals 16 & 17, the last two goals of the United Nations’ Sustainable Development Goals (SDGs), are to ensure ‘Peace, Justice and Strong Institutions’ and ‘Partnerships for the Goals’, To establish sustainable development, it is necessary to build a responsible political and legal system at a national level. However, at an international level, cooperation and partnership among various stakeholders to affirm their commitment and realize their goals are also needed.

In the United Nations’ discourse on sustainable development, this cooperation is called ‘Good Governance’. Academic circles are also now or accepting of the paradigm of Governace as it follows along with the changes fo the times.

Governance discourse is spreading from traditional States to autonomous regions, and various systems and policy experiments are currently being promoted. Governance is emerging as a new paradigm that goes beyond teachnical and instrumental changes to the extent that governmental institutions need to cooperate with civil society actors.

Expanding Governance for A Peace through Global Governace

There are many cases of promoting overnance for the praceful resolution of warrs and conflicts and, among those instances, the achievements of peace parks for mitigating armed conflicts and conderving border areas are particularly noteworthy. Including the German Grunes Gand, the Peace Artks along the borders of Ecuador-Peru, Finland-Russia, and South Afica-Zimbabwe-Mozambique(Great Limpopo Transfrontier Park) are good examples of sucessful cases. Even Nelson Mandela, a symbol of South Africa’s democratization as well as a Noble Peace Prize laureate, strongly advocated for the establishment of Peace Parks.

In particular, Grunes Band, which was founded by NGOs led by the Bayerin Office(BN) of the German Federation for the Environment and Nature Conservation (BUND) on December 9th, a month a er the collapse of the Berlin Wall in 1989, is a key historic example of the value of peace parks. At theat time, the East and West Germany border areas were the most heavily armed and were at the forefront fo the Iron Curtain division of the Cold War between the East and West.

In the early days follwing the reunification, there was a high risk of damage due to the lack of awareness of the ecological value of Grunes Band as well as the faulty, unreasonalbe system. However, with NGOs leading the way, the formation of the  conservation system in Grunes Band and improved policy development were advanced. After the reunification, BUND and other NGOs related to environmental protection quickly launched the Grunes Band conservatin project even in the absence of government interest in the ecological and historical value of  the border area.

It can be seen from that time that governments and civil society actors worked together for peaceful achievements through ‘Governance’ in order to preserve and tiilize conservation as a national imperative to establish an ecological network and sustainable regional developemnt resources begining from the early 2000s. The concept, as well as the conservation activities, of the German Grunes Band expanded to the entire trench of the former Iron Curtain, thus leading to the opening of  the former Iron Curtain, thus leading to the opening of the European Green Belt cooperation project in 2004.
