The Emergence and Meaning of ‘Governance’

hwpl, peace, Good Governancehwpl, peace, JusticeGoals 16 & 17, the last two goals of the United Nations’ Sustainable Development Goals (SDGs), are to ensure ‘Peace, Justice and Strong Institutions’ and ‘Partnerships for the Goals’, To establish sustainable development, it is necessary to build a responsible political and legal system at a national level. However, at an international level, cooperation and partnership among various stakeholders to affirm their commitment and realize their goals are also needed.

In the United Nations’ discourse on sustainable development, this cooperation is called ‘Good Governance’. Academic circles are also now or accepting of the paradigm of Governace as it follows along with the changes fo the times.

Governance discourse is spreading from traditional States to autonomous regions, and various systems and policy experiments are currently being promoted. Governance is emerging as a new paradigm that goes beyond teachnical and instrumental changes to the extent that governmental institutions need to cooperate with civil society actors.

Expanding Governance for A Peace through Global Governace

There are many cases of promoting overnance for the praceful resolution of warrs and conflicts and, among those instances, the achievements of peace parks for mitigating armed conflicts and conderving border areas are particularly noteworthy. Including the German Grunes Gand, the Peace Artks along the borders of Ecuador-Peru, Finland-Russia, and South Afica-Zimbabwe-Mozambique(Great Limpopo Transfrontier Park) are good examples of sucessful cases. Even Nelson Mandela, a symbol of South Africa’s democratization as well as a Noble Peace Prize laureate, strongly advocated for the establishment of Peace Parks.

In particular, Grunes Band, which was founded by NGOs led by the Bayerin Office(BN) of the German Federation for the Environment and Nature Conservation (BUND) on December 9th, a month a er the collapse of the Berlin Wall in 1989, is a key historic example of the value of peace parks. At theat time, the East and West Germany border areas were the most heavily armed and were at the forefront fo the Iron Curtain division of the Cold War between the East and West.

In the early days follwing the reunification, there was a high risk of damage due to the lack of awareness of the ecological value of Grunes Band as well as the faulty, unreasonalbe system. However, with NGOs leading the way, the formation of the  conservation system in Grunes Band and improved policy development were advanced. After the reunification, BUND and other NGOs related to environmental protection quickly launched the Grunes Band conservatin project even in the absence of government interest in the ecological and historical value of  the border area.

It can be seen from that time that governments and civil society actors worked together for peaceful achievements through ‘Governance’ in order to preserve and tiilize conservation as a national imperative to establish an ecological network and sustainable regional developemnt resources begining from the early 2000s. The concept, as well as the conservation activities, of the German Grunes Band expanded to the entire trench of the former Iron Curtain, thus leading to the opening of  the former Iron Curtain, thus leading to the opening of the European Green Belt cooperation project in 2004.

Peace Advocate Mr. Man Hee Lee of HWPL revisits Mindanao as its preserver of peace

The island of Mindanao, located in the southern Philippines, was a region full of painful cries and gunshots due to its 40-year war. But on 24 January, 2014, great joy and delight began to fill Mindanao.

On 23rd of January, 2014, Mr. Man Hee Lee of
HWPL visited Mindanao—an island with the wounds of its 40-year war that not even the government could resolve. On this day, he signed a peace agreement with the archbishop and bishops of the Philippines. And on the following day, 24th of January 2014, a peace agreement was signed between the representatives of Islam and the Catholic Church, promising not to cause conflicts.

This agreement played a decisive role in opening a new era of peace for Mindanao. As a continuation of the waves of peace, a peace agreement was also signed between the government and rebels, finally putting an end to the nation’s long civil war.

The island of Mindanao officially declared January 24th as HWPL Day to celebrate the groundbreaking peace work on May 25th, 2015 when Mr. Lee and his delegation revisited the region. A ceremony of unveiling the monument that commemorates the signing of the peace agreement and the second annual commemoration of the Declaration of World Peace took place.

Mr. Man Hee Lee who played a significant role in the Mindanao 40-year conflict resolution revisited the region along with Ms. Nam Hee Kim of IWPG and the Peace Delegation on 22-25 May 2015 upon the special invitation of Maguindanao Governor Esmael Toto Mangudadatu. Mr. Lee had a busy schedule during his 4-day stay in the Philippines.

He attended the WARP Office Meetings held in Manila, Maguindanao, Cagayan de Oro, and Davao, and he also held dialogue with politicians, judicial officials, and military representatives.

On the last day, the 25th, Mr. Lee attended and delivered the peace message at the unveiling ceremony of the Mindanao Peace Agreement Monument and the 2nd Annual Commemoration of the Declaration of World Peace.

Manila & Maguindanao, Philippines, Jun 2: A peace advocate and Chairman of Heavenly Culture, World Peace, Restoration of Light (“HWPL”), Man Hee Lee, who solved a 40-year conflict of Mindanao between government forces and the Moro-Islamic Liberation Front (MILF), returned to the region for the 2nd Annual Commemoration of the Declaration of World Peace.

For the first time in history, Chairman Man Hee Lee proclaimed the Declaration of World Peace on May 25th 2013 and this year marks its 2nd year anniversary.

On May 25th 2015, at the 2nd Annual Commemoration of the Declaration of World Peace, the unveiling ceremony of Mindanao Peace Agreement Monument was held.

After arriving in the Manila airport on May 22nd, Chairman Man Hee Lee held a meeting with the Integrated Bar of the Philippines (IBP), the national organization of lawyers, as the first part of his 18th World Peace Tour.

Juanito Victor C.Remulla Jr., the Governor of Cavite,Esmael Toto Mangudadatu, the Governor of the Province of Maguindanao and Muslim representative, and Filipino leaders from all walks of life came to meet Chairman Lee. Vincent M. Joyas, IBP National President, has expressed his support in assisting the enactment of an international law for peace and will further collaborate with Korean professors in the expertise of international law.

Chairman Man Hee Lee gave a keynote speech on the topic of ‘Heavenly Culture, the essential ingredient in bringing world peace’ during the mass led by Archbishop Antonio Ledesma of the Metropolitan Archdiocese of Cagayan de Oro. He also delivered a speech on the topic of ‘the role of religious leaders in conflicted areas’, emphasizing the significance of the religious leaders’ parts in conflicts and disputes while

He continued to urge the participants to join the peace movement by saying “Every global citizen, regardless of their social status, should work as messengers of peace, putting efforts to bring forth our common goal. He highlighted the urgency of improving the current situations of many countries by continuing his statement, “No country should experience wars rooted in religious misunderstandings”Supreme Court Justice Sheikh Khalifa B. Nando of MILF who signed on the agreement of the enactment of an international law for peace has agreed that it is necessary to collaborate efforts of people to amend such legislation.

In the meantime, the mayor and members of the city council of the city of Alexandria, Virginia has acknowledged HWPL’s dedication in bringing people of different religions together for the establishment of peace and has recently proclaimed September 18 th as the ‘World Alliance of Religions Day’ to commemorate the World Alliance of Religions’ Peace (WARP) Summit, an unprecedented international peace festival held by HWPL on September 18th in Seoul, South Korea.

The growing support and cooperation of the international community for the observance of the World Alliance of Religions Day as well as HWPL Peace Day have demonstrated that the peace works of HWPL provide an effective way to cease conflicts and promote a peaceful world.
