Ever since its launch, the Legislate Peace Campaign has called on global leaders and citizens to voice their positive demand for the implementation of a law based upon the principles of the DPCW. As the campaign to receive the signatures of support through advocacy meetings continues to positively influence and empower the younger generations, we are getting one step closer to developing the DPCW into a legally binding document with peace as the core principle of international relations.

Present the Republic of South Sudan which has hurting hearts and scathing tears of blood.
Black sky, black smoke, fire and the sound of gunfire which are  burst through black smoke,
The Republic of South Sudan became independent from Sudan on year of 2011. At the end of 2013, followers of current president, “Salva Kiir” and former president “Riek Machar” had conflicts and became a civil war followed by thousands of casualties and 2,200,000 of refugees at least.
And, on July 2016, 2nd civil war have been provoked at Juba which is the capital of South Sudan starting with sanguinary collision.
Especially, in the area of Equatoria, southern South Sudan, while pillage, rape, murder and demolition have been performed by government forces, more than 100,000 refugees were claimed within a month. Among those people, 75,000 refugees have moved to Uganda Adjumani refugee camp.
The entire village which was peaceful were becoming chaos after gun firing
Children’s crying out loud and families being covered with blood, they were holding each other and wailing!
It was literally Pandemonium and people were screaming for it.
The beautiful sunset and green field with peanuts and corns ripening looked like a masterpiece. However, it became bothering landscape when people are under urgent situation not knowing when and how to confront the death. When evacuation order was issued, there were a line of refugees and villagers became refugees all of sudden.
Refugees camp are under situation which are tremendously lacking of medicine and food by geometrically increased refugees. Lots of refugees are being suffered from hunger, cold weather, and disease.
When a large number of villagers escaping, cultivated crops has left behind. In the result of abandoning, the Republic of South Sudan is facing multiplied difficulties which is hopeless severe famine added up.
When the truck supplying water and porridge arrived, people are in line to draw their rations. However, the supply which is not enough is running out quick.
The people of the Republic of South Sudan who are worrying about daily food to survive and hoping the cessation of war…
Until the day comes which anxiety, despair, hunger and gunfire end…

After receiving inspiration from the WARP Summit 2016, the summit participants began to organize advocacy forums and signing campaigns in their respective countries to spread peace messages and to gather more peace supporters.

The advocacy forum held in Elite Plaza in Yerevan, Armenia on November 17th brought together a total of 62 figures including 6 political parties, social representatives, leaders of religion, women, and youth organizations to develop the environments for peace in the country as well as around the globe. To accomplish this, they focused on the question of why Armenia should support the DPCW.

Participants first shared about Armenian history, which left the people with a lingering sense of anxiety caused by the political and diplomatic instabilities starting from 900 BC. Reflecting upon the necessity of the implementation of an instrument that encompasses all nations, they then shared the principles of the DPCW which addresses the issue of conflict resolution based on preventing war-related behaviors, safeguarding religious and ethnic identities, and encouraging a culture of peace through international cooperation.

Rt. Hon. Hrant Bagratyan, the former Prime Minister of Armenia and an HWPL Peace Advocacy Committee member said, “The forum and discussion sessions went very well. It helped people’s understanding about the Declaration,’ and “the document fully corresponds to the wishes of Armenians.”
At the WARP Summit, he had said, “The DPCW will be a good instrument against extremism, terrorism, war, and associations that will be a good base for the sustainability of peace. And together we should create a pressure on that to have this declaration law adopted by the UN.”

15 international press agencies have covered and broadcasted the Armenian advocacy forums through 17 different reports. One of the news companies also wrote that “The successive forum is already being organized which may open in mid-December with the follow-up measures of participants. HWPL expects more of this kind of forums in many nations, the organized movement by the figures who promised to take action when they go back to their own homeland.”

Tbilisi – May 28 th , 2016 – The International Peace Youth Group (IPYG) will be hosting the ‘2016 3 rd Annual Commemoration of the Peace Walk Festival’ at 12pm on the 28 th of May in Rike Park and the Bridge of Peace of Tbilisi along with Georgian youth and women organizations. Around 1000 people will be in attendance. The title of the peace walk festival is the “Support of the Declaration of Peace and Cessation of War and Actualization of the Peace Curriculum”, and the program consists of a peace walk, flash mob of the youth, NGO booths, and various entertainment that can be enjoyed by all citizens.

The IPYG Peace Walk Festival that is being held for the 3 rd time this year began with the proclamation of the Declaration of World Peace by Man Hee Lee, the chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL) in front of the Peace Gate of South Korea in May 25 th , 2013.

IPYG, the head of the youth sector of HWPL, holds the peace walk festival on May 25 th every year with the youth all over the world to commemorate the declaration as well as actualize it. The declaration that was proclaimed on that date describes the role of each sector of youth, women, press, and the leaders of each country.

Peace LawThree years later, on March 14 th , 2016, this declaration was actualized into the HWPL Proclamation Ceremony of the Declaration of Peace and Cessation of War. On this day, around 1000 key leaders all over the world attended and HWPL proclaimed the Declaration of Peace and Cessation of War. Currently, the support pledge campaign of the declaration is being held worldwide. On this day, the HWPL Peace Advocacy Committee for the Implementation of the International Law on the Cessation of War and Achievement of World Peace made of youth and women organizations of Georgia will be performing a flash mob performance before the peace walk.

And the NGOs hosting various booths during the event will participate as the coordinators of the HWPL peace curriculum of the schools that have signed an MOU as a peace academy with HWPL during fall semester. The Peace Education that is specified in Article 10 of the Declaration of Peace and Cessation of War will suggest a turning point in the history of humanity that has commemorated war until now, and it will inspire the mentality of peace to leave a world of peace to the future generations as an inheritance. During the event, the participants can sign to support the declaration and receive a commemoration badge that includes the content of the declaration at the booths.

HWPL is an international peace organization and leaders from all levels along with the youth and women all work together. HWPL hosted the HWPL World Alliance of Religions’ Peace Summit in September 2014 with around 2000 leaders worldwide and held the ‘Signing Ceremony for the Agreement to Propose the Enactment of International Law’.

The HWPL International Law Peace Committee was established and the draft of the international law was proclaimed within a year. Six months later, on March 14, 2016, the Declaration of Peace and Cessation of War was proclaimed. The Declaration contains contents such as proposal of answers to religious conflicts and spreading of the culture of peace, and urges for the support of current heads of states.
This declaration will also be sent to Giorgi Margvelashvili, the current president of Georgia.

Thousands of peace advocates take part in signature campaign for law against war

Over 300,000 people gathered simultaneously in hundreds of cities including in Seoul, New York City, Sydney and Shanghai for the third annual commemoration of the Declaration of World Peace on Wednesday.
The event near the World Peace Gate at the Seoul Olympic Park in South Korea’s capital attracted a huge number of peace advocates to sign the Legislate Peace Campaign, which was launched recently to bring all wars to an end by establishing an enforceable law compatible with the Declaration of Peace and Cessation of War (DPCW), the Heavenly Culture, World Peace, and the Restoration of Light (HWPL) said in a press release.

This year’s commemoration highlighted the global peace advocacy movement that includes provisions aimed at resolving conflicts, reducing war potential, repurposing weapons to benefit humanity and inviting all citizens to participate in the active promotion of a lasting culture of peace, it said.

“The Legislate Peace Campaign calls on global citizens to unite as one to voice their positive demand for peace by adding their signatures,” the HMPL appealed, while claiming that as of Wednesday, ‘the collected signatures have exceeded 500,000 from 154 countries in less than two months and many heads of state have written official letters of support for the DPCW’.

“Today, marking the 3rd anniversary, at this very moment, our family of peace must be having their eyes and ears in this place…What we are ought to leave to our future generations is the common good of mankind, peace. There is no greater legacy than peace and it is not achieved by one person. Therefore, we all must become messengers of peace,” said Chairman Man Hee Lee of HWPL in his commemorative address.

Since the proclamation of the Declaration of World Peace on May 25, 2013, HWPL has proposed its international law initiative to draft a legally binding instrument for all countries to adopt that ultimately promotes a culture of peace and ceases all wars through the DPCW.

A South Korean youth leader said, “The organisation has already made great progress in achieving its peace initiatives. It’s exciting to see what the next work will be.”

As the signature campaign continues both online and in regular events, the HPWL expects the number of signatures ‘to reach 2,000,000 by the end of this year’.

Purpose of Peace Law

In March 2016, HWPL aimed at taking a great leap forward for peace by publicly presenting the Declaration of Peace and Cessation of War at the HWPL’s Proclamation Ceremony which was attended by Government representatives of legal affairs, HWPL International Law Peace Committee, HWPL Advisory Council Members & Publicity Ambassadors, and IPYG & IWPG members. The proclamation ceremony served as a platform to not only proclaim the Declaration to the public for the first time but also initiate the development process of the Declaration into an enforceable International Law, thus reaffirming our solidarity in bringing forth a world without wars.

Distinctive Features of DPCW, the Declaration of Peace and Cessation of War


  • Discouraging War Potential

This is a more fundamental, developed approach from how to resolve conflict and reduce ensuing damage to how to achieve peace before the conflict leads to war. The most practical mechanism of peace and prevention of war potential is an agreement and respect on cessation of war in the international society as a whole.

  • Alternative, Practical Approach to Disarmament

Refraining from the use of force should not mean elimination of all the human or material resources. Rather, constructive form of disarmament should be based on transformation of the resources to benefit the community.

  • Culture of Peace

The means to prevent war is not exceptional military power to suppress conflict by force, but exceptional spirit of peace with surveillance by citizens and sovereign power of people – democracy. This “culture of peace”, through the Declaration of Peace and Cessation of War, seeks both quantitative and qualitative enhancement in peace education at a local level.

  • Freedom of Religion

The ground of religious teaching based on scriptures, which has played a leading role in such spiritual value of humanity as harmony, reconciliation, and love, can put an end to the sources conflict leading to war. Religious freedom with the discouragement of religious conflict and the guarantee of communication and cooperation among religions will contribute to mutual development of human culture.

  • Conflict Resolution

Military measure or international compromise are temporary means, not fundamental ones for conflict resolution. International standard (law and agreements) as efforts of peace should be established and states’ role and responsibility to respect ruling from international law shall be highlighted.

  • Participation of Citizens

To assist the current actions and continue to develop the efforts for peace, the participation of women and youth as the center of peace movement should be attained at am international level. This will facilitate cohesion of efforts of peace and collective power of people to support both the communities and international society.
